Project Update
The new bridge is in place and now open to the public. Curb, gutter, and sidewalk have been improved on 5th Avenue, along with landscaping and irrigation. Fish passage improvements in the Mill Creek channel are complete from 3rd Avenue to 6th Avenue.
Project Background
Royse Hydroseeding & Excavating was selected by the Tri-State Steelheaders (TSS) to perform construction. TSS is the primary manager of this project with the City providing support in administering construction. Construction is anticipated to start April 24, 2024, and be completed in November 2024. 5th Avenue will be closed from Rose Street to Sumach Street during construction, along with a small section of Sumach Street just east of 5th Avenue. After construction is completed, 5th Avenue will no longer be a through road for vehicles. There will be limited parking available on the north side of Mill Creek and limited one-way access heading south on the south side of the creek. Pedestrians and bicyclists will have access to cross the creek channel in both directions on the new bridge.
What is this project going to accomplish?
The project will remove the existing bridge over Mill Creek located on N. 5th Avenue between W. Rose Street and W. Sumach Street and replace it with a pedestrian and bicycle only structure. Fish passage improvements will also be constructed in the Mill Creek channel.

How will this project be funded?
The total project cost is estimated at $2.6 million. It is funded by a grant awarded to the Tri-State Steelheaders from the WA Fish Barrier Removal Board in the amount of $2,186,955. The City will cover the remaining cost.
