Project Update:

The Clinton-Melrose intersection has re-opened to traffic.

In March & April 2025, ESF Solutions reconstructed the roadway, installed ADA improvements, and completed striping near the Clinton-Melrose intersection. Next, the contractor will complete punch-list items.

The overall project consisted of 3 separate projects:

  • Completed: Clinton Street Utilities Replacement
  • Completed: 2025 Clinton/Melrose Water Main Replacement
  • Substantially complete: Clinton Street Pavement Preservation
    • The contractor will complete punch list items to reach physical completion.

What has this project accomplished?
ESF Solutions milled two inches of asphalt and crack sealed the roadway between Isaacs and Sumach. The railroad crossing at Melrose was removed. Stormwater systems at Green Lane and Alvarado Terrace were upgraded. Pedestrian curb ramps that were not in compliance with the American Disabilities Act (ADA) were upgraded, and sections of sidewalk were replaced. Roadway striping was reestablished and sharrows (shared use arrows) were installed. Sharrows identify the requirement for vehicles and cyclists to share the road on the designated bike route. A School Zone Flasher, Radar/Speed Feedback sign, Rapid Rectangular Flashing Beacon (RRFB), and light pole were installed near the intersection of N Clinton St and Alvarado Terrace. 

Following the reconfiguration and replacement of water main at the Clinton-Melrose intersection, the contractor reconstructed the roadway and constructed remaining improvements associated with the construction contract

Completed– Melrose/Clinton Water Main Replacements – Spring 2025
City crews replaced and reconfigured the water distribution system at the intersection under the former railroad crossing. Due to the complexity of the configuration of water mains, material procurement delayed this project.

What did this project accomplish?
There are water tanks located to the north at the top of the hill past Sumach. These feed the City’s distribution network via a 24” main down to the Clinton/Melrose intersection. Because of the railroad crossing bisecting this intersection, there is an odd configuration of five (5) different mains with four (4) different sizes (8”, 12”, 16”, and 24”), along with some broken valves. This project realigned, reconnected, and provided new valves to better facilitate operations.

Completed – Clinton Street Utilities Replacement – April through June 2024
The project was advertised on the Small Works Roster on January 29. ESF Solutions was identified as the low bidder on February 13 and then on the 28th the construction contract was awarded. Work began on April 1, and substantial completion was recognized on May 10.


What did this project accomplish?
This project installed 320 feet of 8” PVC sewer main, replaced a creek crossing and installed electrical conduit to power the school zone flasher, radar reader/speed feedback sign, street lighting, and a Rapid Rectangular Flashing Beacon (RRFB) that will be installed in the Clinton Street Pavement Preservation project.

How is this project funded?

The total project cost is estimated at $1.9 million:

  • $1.5M for the Clinton Street Pavement Preservation
  • $105K for the Melrose/Clinton Water Main Replacements
  • $305K for the Clinton Street Utilities Replacement

The project is funded by:

  • $1.1M from the Transportation Benefit District (TBD). The City’s TBD is funded by the citizen approved 0.2% sales tax, dedicated to transportation improvements on our citizens top 25 identified streets.
  • $410K from the City’s utilities (water, sewer, and stormwater).
  • $400K from an Arterial Preservation Program (APP) grant from the Washington State Transportation Improvement Board (TIB)
