Project Update

The notice of Call for Bids for the Hobson-Division-Madison IRRP Project was published on Dec. 2, 2025. Construction bids were opened on Dec. 22 with Culbert Construction, Inc as the lowest responsive bidder with a bid amount of $1,367,179.89. The bid award will be considered by City Council at the Jan. 14, 2026 Council Meeting. Construction is anticipated to begin Spring of 2026. 

What is this project going to accomplish?

This project will replace leaking steel water lines on Hobson Street from Clinton Street to Division Street, on Madison Street from Alder Street to Hobson Street, and on Division Street from Alder Street to Mill Creek. Sewer main will be installed on Division Street. Storm infrastructure will be installed on Madison Street and replaced on Division Street. Within the project limits, the full width of the road will be reconstructed including curb, gutter, sidewalk, and driveway approaches. Cement concrete ADA ramps will be installed at the intersection of Hobson Street and Division Street and the intersection of Hobson Street and Madison Street.

How will this project be funded?

The project is funded by Water Utility rates, Sewer Utility Rates, Real Estate Excise Tax (REET), and Infrastructure Repair and Replace Plan (IRRP).
