Project Update
Bids were opened on February 21, 2023, and Culbert Construction was the low bidder. The project was awarded to Culbert Construction on March 22, 2023. The bid documents contained plans to phase the project for construction in 2023 and 2024. The contractor has provided an alternative schedule which shows project completion in 2023. The City has accepted the schedule in order to expedite construction.
Chestnut Street reopened to traffic on Nov. 10.
What is this project going to accomplish?
The project includes full roadway and utility replacements on East Chestnut Street from 2nd Avenue to Howard Street, Locust Street from Catherine Street to Howard Street, and Palouse Street form Chestnut Street to Juniper Street. Bicyclist and pedestrian improvements will be included in the roadway construction.
The intersection of East Chestnut Street and Howard Street will not be included as part of this project. The Chestnut Street and Howard Street intersection is planned for improvements as part of the 2025 Howard Street IRRP project which will make improvements on Howard Street from Juniper Street to Bryant Avenue.

How will this project be funded?
The project is funded primarily by water and sewer rates associated with the Infrastructure Repair and Replacement Program (IRRP). Funding for the traffic signal improvements is financed by Real Estate Excise Tax (REET).
