UPDATES

The project fully opened to traffic on May 5, 2023.

There is still some active construction occurring under traffic, so please drive slowly adjacent any personnel or equipment.  The primary remaining work is landscaping, irrigation, traffic signals and signage, along with other miscellaneous punch list and closeout work.

What is this project going to accomplish? 

The project will reconstruct Poplar Street from Colville Street to 5th Avenue, including removal and replacement of the traffic signals on Poplar Street at the 1st, 3rd, and 4th Avenue intersections replacing the signals with Rectangular Rapid Flashing Beacons to aid in pedestrian crossings.  The lane configuration will be modified to include a single vehicle lane for each direction of travel, as well as a two-way left turn lane, and bike lanes, while maintaining parallel parking.  Water and sewer lines will be replaced.  Stormwater facilities will be improved to provide additional treatment and infiltration capacity.  2nd Avenue will also be reconstructed from Alder Street through Birch Street.  Finally, partial street improvements will be done on Colville Street both north and south of Poplar Street.

Project Schedule

Design began in the fall of 2020 and was completed at the end of 2021.  The project was bid on January 10, 2022.  Bids were opened on February 1.  Council awarded the $6.5 million construction contract to Apollo, Inc., on February 9.  The pre-construction meeting was held on March 1.  Construction began on March 28.  Completion is estimated in early summer of 2023.

  • Phase 1 - 2nd Avenue (Alder to Birch) March - July 
  • Phase 2 - Poplar Street (5th to 2nd) June - October
  • Phase 3 - Poplar Street (2nd to Colville) September - May 2023

This project is running concurrently to the Alder/Poplar TBD Project (Alder/Merriam to Poplar/Colville).

How will this project be funded?

The current project estimate is $8.2 million.  The City is fortunate to have obtained three grants totaling $4.5 million meaning City funding is $3.7 million.  Currently, here is how our project funding breaks down:

  • $1.9M - Transportation Benefit District, (City)
  • $1.8M - Surface Transportation Block Grant (Federal)
  • $1.3M - City Safety Program Grant (Federal)
  • $1.2M - Stormwater Financial Assistance Program Grant (State)
  • $1.0M - Water Utility (City)
  • $483,000 - Wastewater Utility (City)
  • $335,000 - Transportation Funding (City)
